The only values this teaches children is that it's okay to discriminate and meddle in matters outside of the institution's jurisdiction if it's done in the name of the church/religion. So wearing a bikini is immoral but discrimination is not?

Obviously the reason the school imposed these rules is not primarily for its students' welfare, but for the school's image. Again, these rules are imposed in areas outside of their jurisdiction. Good moral conduct my foot. These forbidding rules only encourage students to hide these activities where their safety can really be endangered, instead of allowing them to openly seek adults' counsel about coming-of-age pursuits.

If I were the mother I'd let my daughter graduate then transfer her to a secular school where you don't have to deal with that kind of dogmatic bullshit. With fundamentalist rules like that, the school clearly places a premium on their mind control and image over quality education.
